What is God responsible for?

Many things were done in God's name:
But what is he responsible for?

When the Catholic Nazi Germany attempts a genocide, a man is blamed.
When Hebrews commit genocide on the Canaan, it is his will.

We have plagues, on Catholic countries, for example. The Dark Ages were committed in Yahweh's name. Were they?

Why would Yahweh plunge the civilization of Rome, with health, farming and sanitation, back into the primitive squalor of ancient Jerusalem, if so?

If not, why did he not stop such a terror? It seems to be in His purview.

How does one determine if an act is done in God's will, or men's will?
Does the Bible tell us?

Understanding that free will is a constraint - we can also understand that mob's and large numbers of people lose free will, does this fall into God's purview, then?

In short, how does one know what God is responsible for;
Any group decision?
A decision influenced by prayer?

The position is that presented by Romans 13:
Obey the rulers who have authority over you. Only God can give authority to anyone, and he puts these rulers in their places of power. 2 People who oppose the authorities are opposing what God has done, and they will be punished. 3 Rulers are a threat to evil people, not to good people. There is no need to be afraid of the authorities. Just do right, and they will praise you for it. 4 After all, they are God’s servants, and it is their duty to help you.
The position of the OP is: those atrocities committed by governments, God's will, and he is responsible for them.

We are responsible. God wills, we do. When are Christians going to take responsibility for the state of things and stop blaming God and praying for God to fix it.

When they stop trying to direct their own step.

“To earthling man his way does not belong. It does not belong to man who is walking even to direct his step.� (Jeremiah 10:23)

I am unconvinced that all that call themselves 'true Christians' are really what they call themselves. Members of the Westboro Baptist Church call themselves true Christians, yet by their acts, I have a hard time believing them.

So who really are letting God direct them in the way they should walk and does one identify a person that is 'walking in the way they should walk'?

While Josiah was king, Pharaoh Necho king of Egypt went up to the Euphratens River to help the king of Assyria. King Josiah marched out to meet him in battle, but Necho faced him and killed him at Megiddo.

That is because I have hope and I have discovered 'evident demonstrations' of things to come.

There are those can only believe what they can see. These don't have much or any hope at all. A person hopes for the things not seen yet. So for those that want something to 'back it up' then pray for hope.

"For we were saved in this hope; but hope that is seen is not hope, for when a man sees a thing, does he hope for it?" - Romans 8:24

Without hope faith is impossible. Faith comes by not only evidence but hope.

"Faith is the assured expectation of what is hoped for, the evident demonstration of realities that are not seen." - Hebrews 11:1

"...while we keep our eyes, not on the things seen, but on the things unseen. For the things seen are temporary, but the things unseen are everlasting." 2 Cor 4:18

That's because "Jo·siʹah would not turn away from him, but he disguised himself to fight against him and would not listen to the words of Neʹcho, which were from the mouth of God. So he came to fight in the Plain of Me·gidʹdo." 2 Chronicles 35:22.

Josiah refused to follow a commandment from Jehovah to not fight Necho. But put on a disguise to go fight. Why did Josiah refuse God's commandment? We don't know. But even with all the good he did, he still decided to disobey at a crucial point and lost his life for it. So it did work for Josiah, until he stopped obeying.
