Yes, and the mind changed because the plague ended. There is not mystical mind altering thing going on, it was simply that the situation get better that caused pharaoh to change his mind, which means his heart was hardened. How? The promises are for all, and if one is righteous, he wants to live by Gods law and then he can have the promises also.
