The last person mentioned in verse 26 is the Messiah. Now the question is, did the Messiah bring a new covenant with him for the people of Israel, or not? The answer is yes; he did.
Jeremiah 31:31, "Behold the days come, that I will make a new covenant with the house of Israel, and with the house of Judah:" So the promise is of a new covenant between the LORD and all 12 tribes.
Four hundred years later, Jesus said, Luke 22:20, This cup is the New Testament (covenant) in my blood, which is shed for you."

The last person mentioned in verse 26 is the Messiah...
Jesus also said to the Jews, in Matthew 23:38, "Behold, your house is left unto you desolate." Israel was no longer under God's protection. The LORD sent the Roman Legions to destroy the city and temple, as the Assyrians were sent by God to destroy the 10 tribes, and King Nebuchadnezzar was sent to destroy Jerusalem in 586 B.C.
So "the people" were the Roman Legions led by General Titus, and the one who sent them was the LORD. Why? To fulfill his will.

If you do not think it was the Lord who sent the Legions in to fulfil the two prophecies mentioned above, then it was Titus. The last person mentioned in verse 26 is the Messiah...
The Bible always gives us a clear picture of how Scripture reveals prophecyis fulfillment.
1. God speaks the prophecy beforehand, Isaiah 48:3, “I have declared the former things from the beginning… I did them suddenly, and they came to pass.”
2. History records the fulfillment. When the event happens exactly as spoken, the fulfillment is recognized.
3. The fulfillment proves God’s authorship; Isaiah 48:5, “Before it came to pass, I shewed it thee… lest thou shouldest say, Mine idol hath done them.”
4. The purpose is to bring glory to the Lord. John 13:19, “When it is come to pass, ye may believe…” Prophecy made, prophecy fulfillment, prophecy recognition, Glory to God.
Forty years before the prophecy was fulfilled, Jesus was with his disciples on the Mt. of Olives looking down on the temple mount and said, "See ye these great buildings? There shall not be left one stone upon another, that shall not be thrown down." Today, in the street below where the ancient temple once stood, you will see these massive stones that the Roman soldiers somehow moved and shoved into the street. The only stones of the foundation of the Temple that remain are the ones that are at ground level or below.

Post #10I believe it was the Romans. And it could be that Titus was a general then. But, general is also like a servant for a higher person. Also, the word prince can mean in this case leader, ruler, captain, prince. Titus can be called a leader.
