Maybe there should be a hall of fame forum where award winning threads can be placed, giving posters a place to go to find and participate in the most provocative discussion. This way the best threads do not get lost over time without the need for a bump, which is against the TOS.

Sure, that can be done. But, how is it decided what threads are the award winning threads? If it's simply the debate topics of the year, then they are here.
