No we don't believe Jesus was here referring to resurrecting the dead but rather to the scope, extent and duration of their (the disciples) preaching campaigns.

Is that because you are not capable of raising the dead? If you were capable of raising the dead would you then read it differently?

No waterfall it is not because I am not capable of raising the dead and no if I were capable of raising the dead I would not then read it differently.
