Why does this exist?

Is there a difference between this and random notes, random tempo, random pauses - if so, then to what can we attribute these differences?

Yes.

And we can attribute it to our tastes. We're cut from mostly the same cloth so our tastes are similar. We can usually say, well, that's music at least, and identify that there are patterns which is apparently pleasing.

But if we happened to randomly hit on something that was, to us, a random assortment of noises, but some space alien found that it was the most pleasing, I don't think we can say that he is wrong and we are right. In other words, it really is just a matter of tastes.

Lee had many impressive traits, one of these was that he could be shown quite complex movements and sequences just once and memorize and execute them almost verbatim.
