Who invented crucifixion?

The Assyrians was most likely the first to crucify people.
Probably originating with the Assyrians and Babylonians, crucifixion was first used systematically by the Persians.

Many people erroneously assume that crucifixion was a Roman invention. In fact, Assyrians, Phoenicians and Persians all practiced crucifixion during the first millennium B.C. Crucifixion was introduced in the west from these eastern cultures; it was used only rarely on the Greek mainland, but Greeks in Sicily and southern Italy used it more frequently, probably as a result of their closer contact with Phoenicians and Carthaginians.

Assyria was once the largest empire in the world.
Assyria was at its strongest in the Neo-Assyrian period, when the Assyrian army was the strongest military power in the world and the Assyrians ruled the largest empire then yet assembled in world history, spanning from parts of modern-day Iran in the east to Egypt in the west.

It had one of the most advanced militaries and was feared by surrounding nations.
Since around 1250 B.C., the Assyrians had started using war chariots and iron weapons, which were far superior to bronze weapons. These tools and tactics made the Assyrian army the most powerful military force of its time, both doctrinally and technologically advanced.

They were greatly feared because they were masters of torture and cruelty.
The Assyrians were feared for their cruelty and military might. They used strong iron weapons and became skilled horseman. They also became highly effective at siege warfare. This technique had soldiers camp outside the city for many days repeatedly attacking until the defenses fell. The used battering rams to destroy walls and tall movable towers that could be rolled up to the walls and gates allowing soldiers to climb over the walls.

The Assyrians depicted the torture in great detail on the walls of the imperial palaces. They created tablets containing every single punishment the Assyrian army carried out. They cut off the limbs, gouged out the eyes, and then left those poor victims to roam around.
Although the impalement was the Assyrian preference, they also invented crucifixion.

"Amongst the people of the ancient Middle East, the Assyrians were noted for their cruelty, which has been hypothesized to be designed as psychological warfare.

"Reliefs found at Assyrian palaces provide vivid images and textual descriptions of this brutality, including the dismembering (mainly hand amputations), skinning, decapitating, impaling, and burning of their victims."
