Are governments such as these United States based on the Spirit of Christ?

I didn't say they were.
You sure strongly implied it though when you said:

If they are not mutually exclusive as you now say, then no choice is necessary and your point if lost.
But, given the sad plight of the world's poor, I'm inclined to the view that they are currently incompatible.
Perhaps for some ppl, or leaders. But it is certainly not an either or situation for everyone.
