Not allowed into the promised Land?
Was it because he only struck the rock twice?
Or because he claimed he and Arron gave water from the rock?
I think Moses, being told to strike the rock three times, only needed to strike it twice before God caused the water to flow from the rock. He was showing Moses his own power, and that Moses really had nothing to do with it and was just a tool in God's hands. When the water started to flow there was no need to strike the rock again.
When the people started to whine and complain, as they always do, Moses in his anger turned to the people and said, must we fetch you water out of the rock, like it was in his ability to give water out of the rock, making himself equal with God.
And that was what caused him to not enter into the promised Land.
God gave water from the rock, not Moses, Moses did not sanctify God with his lips and that was his sin. Not, striking the rock only twice instead of three times, before God caused those waters to flow.

Moses was at no time told to strike a rock three times . He was simply instructed (at Meribah, Rephidim) to strike the rock, which he did. How many times Moses was to strike the rock is is not specified and we do not know how many times he struck it. Moses was not punished for this since according to scripture he obediently followed instructions. (see Exodus 17:6).
Moses was punished for his actions at Meribah KEDESH some 40 years after the above incident when he was told to speak to the rock and instead he struck it and took credit for the water that came from it (compare Numbers 20:8)

Yes, it was because Moses in a fit of anger gave no credit to the Lord as He instructed. Moses and Aaron told them, ...n. 20:10..."Listen, you rebels, shall we get water for you out of this rock!?"
