Choosing between God and Satan

Was it God or was it Satan who caused the suffering of 250,000 who died in the tsunami?

Several posters have suggested that God did it - perhaps as a judgement.

Some appear to think Satan is responsible for evil in this world.

How can we choose between God and Satan when we don't know who does what?

God controls the ultimate direction of the world, but on a less global scale events like the tsunamis are allowed to happen.

God is all-powerful in the sense that nothing can stop God's will from being accomplished, however in terms of everyday workings the wind doesn't always blow the direction which it will ultimately end up.

God decided to create everything having full awareness of everything that was going to happen, however that doesn't mean that had God not decided to create everything that the situation would have improved.
