Moderators here have a full plate. It is not surprising they cannot investigate every infraction; they have to choose their battles.
One of the most common infractions that I have seen is deviations from the topic.
Is it inappropriate---would it receive a mod's comment--for mere members to remind other members, or even other mods of this rule?

There are, however, an average of 175 posts per day -- not all are read by the Team.

The actual most common infractions seen by the Admin / Moderator Team are incivility, personal remarks, failure to substantiate challenged claims. Some latitude is allowed in deviation from the OP. When it is too blatant or too often repeated it should be reported. Members are NOT encouraged to remind anyone of rules.
