It's not Satan per se whose hands are tied. It's the sin people commit that tie God's hands. Since the world gives power to Satan, what can God do?
Those are OT stories which I don't believe in. The flood and creation story are from pagan sources.

You are used to Christian theology, Claire's is Sumerian.

We had an existence with a free will in Sheol before the creation of the physical universe. Here we chose to be able to become holy or to be eternally evil in YHWH's sight. Then the physical universe was created and all sinners were sent to earth.

God did not give up his son. Within a few hours of the alleged death of Jesus, he was up and around good as new. No loss. No sacrifice. It might have carried some weight if Jesus had stayed dead, but he didn't.
People who do not believe in your God do not blame him for anything. What is most striking about him is that he actually appears to do absolutely nothing. So much for infinite love.

When did you receive the gift of reading God's mind? Did you see Satan laugh and walk away? Or are you just making up stuff that allows you to maintain the fantasy that such beings actually exist?
