Water baptism is not necessary unto salvation, as it is a mere work of man and not effectual unto said salvation. The Old Testament equivalent was circumcision, which was to be administered to male babies at eight days after birth. This is not to say water baptism is s unimportant (neither was circumcision), by any means, but that as it's a sign and seal of the Covenant and an outward sacrament given by God.
The baptism that is effectual unto salvation is that of the Holy Spirit -- a work of the Holy Spirit. This is spiritual baptism, whereby we are born again -- new creations in Christ -- and it is absolutely essential unto God's salvation.

You are adding more than it says under no condition does it say he was baptized with water. You do not get promise of Holy Spirit without water baptismActs 9:10-21 is the account were Paul (then Saul) was baptized. The scriptures read it was in Damascus where Paul was baptized.
If Saul/Paul had anointing why did Yahweh find it necessary to send two witnesses (Law) to speak to him. Acts 21, 4, 10. Why did spirit not talk directly?

The Holy Spirit does His own work and can and does baptize with or without water baptism, which is administered by man as merely an outward sign of the covenent. As John said in Matthew 3, "I baptize you with water for repentance, but He who is coming after me..." (Jesus) "...is mightier than I, Whose sandals I am not worthy to carry. Irenaeus, 190 AD
"‘And [Naaman] dipped himself . . . seven times in the Jordan’ [2 Kgs. 5:14]. It was not for nothing that Naaman of old, when suffering from leprosy, was purified upon his being baptized, but [this served] as an indication to us. For as we are lepers in sin, we are made clean, by means of the sacred water and the invocation of the Lord, from our old transgressions, being spiritually regenerated as newborn babes, even as the Lord has declared: ‘Except a man be born again through water and the Spirit, he shall not enter into the kingdom of heaven’" (Fragment 34 [A.D. 190]).

Acts 9:17 is funny, Ananias is trying to play God that is dangerous sounds like Satan the imitator and it does not say with water. Ananias cannot have power to give Holy Spirit of Yahweh. There is only one that can do that.
A sound from heaven as of a rushing mighty wind and it filled the house where they were sitting. And there appeared unto them cloven tongues like as of fire and it sat on each of them. Acts 2:1-4
the heavens were opened unto him and he saw the Spirit of Yahweh descending like a dove and lighting upon him. Matthew 3:16

As to the healing, yes, this is "signs and wonders" that indeed happened. How did they happen? By God or Lucifer? We learn in Moses' battle with the sorcerers of Egypt that they could replicate all the signs and wonders of Moses… And Deut 13:1-5 tells us to be beware false prophets with signs and wonders and words that come to pass. Jesus says the same thing in Matt 7:21-23- - beware false prophets to seduce you by means of signs and wonders. Paul gave Luke a favorable picture of Ananias. But given what is truly going on, either Ananias too was a dupe, or Paul embellished under influence of his new Lord -- the "Jesus of Damascus."
