In "The Omen", Satan makes a huge blunder by having Damien placed with an unsuspecting couple, as he then has to go to the trouble of protecting the young antichrist and the secret of his identity by causing a string of bizarre and conspicuous deaths.
What he should have done was manuever a pair of his own disciples into a position of political power and place Damien with them.
