GOD CANNOT LIE?

They say that God cannot lie.
But there again, on the other hand,
they say nothing is impossible to God.
I say, they do not know God.

You tell me, if you know God,
how can it be impossible for God to lie,
when nothing is impossible to God?

I would say, it is not because He would not know how to do it, but because He don't want to do so.

"it is impossible for God to lie." - Hebrews 6:18.
He cannot act unjustly or approve what is bad in His eyes. (Hab 1:13; Job 34:10)
We either believe the Bible or we don't.
If one thinks God can be unjust, approve of disobeying commandments, and can lie, then if they look closely they will actually find, not Almighty God but human projection.

For an omnipotent God "cannot" does not mean lacks the power or ability to do something but chooses not to allow himself to do that thing.
To illustrate : If someone gave you a knife and told you to murder a baby. You would probably say "I can't do that" not because the knife was too heavy or the baby would fight you off but because the idea is so repulsive to you that you would draw the line at behaving in such a way.
In a similar way lying is something Jehovah (YHWH ) draws the line at and never does so that we can have absolute confidence in what He says.

Who is it that determines what is and what is not a lie or just and unjust?

The only people who give a lie any creditability are liars.
