Post a new topic vs. reply to an existing one?

I am a little confused as to how this forum operates. Should I post a new topic, even if it is similar to an existing one? Or just reply to a thread that already exists? because i dont want my reply to get lost in the midst.

I'm no mod, but when you reply to an existing thread it'll kick 'er up to the top of that subforoom.
