One must accept Jesus as Savior and stand for God's sovereignty over the Devil's. That is the final test for mankind. Then they "come to life"---come to eternal life---after the Thousand Years.

At the end of the Thousand Years the Devil is let loose to try to get everyone on Earth to follow him, and some will go with him. The rest will "come to life"---the life everlasting---at that time. They will live on the earth forever, in Paradise. The following conditions will exist for those people:

"The wolf shall dwell with the lamb, and the leopard shall lie down with the kid; and the calf and the young lion and the fatling together; and a little child shall lead them. They will live on the earth.

But they do not all have to be resurrected at the same time. They will be resurrected as humans, face judgment, and either become everlasting spiritual bodied beings or die their second and everlasting physical death.

Human believers will be born again of the Spirit as immortal spiritual bodied beings. They will be changed, not destroyed as the human nonbelievers will be.

The Devil will try to deceive all people on the earth after the Thousand Years, like he successfully did with Eve. The fire is symbolic of complete destruction, and devoured means put out of existence, in association with the symbolic Fire.
