Another forum I was on used this strategy.
When posters started insulting each other etc, instead of scolding the posters, the mods would move the thread to a section down at the very bottom of the forum, which was called something like The Garbage Can.
This strategy seemed to involve a realistic recognition that one of the reasons people go to forums is to yell at other people. So the yelling was allowed, but it was relocated to an obscure part of the forum, labeled to warn users of the likely contents. As I recall, only registered users could see The Garbage Can, or whatever they called it.
Not a suggestion, just a report from the field, for what it might be worth.
