Notifications Not Defaulting On

Since the recent updates, my preference to automatically receive notifications does not seem to be taking effect for responses nor for new topics.

FYI, I reset my option in my profile but it still failed to do so for this post. Also, this is despite the check box being checked to "Notify me when a reply is posted" when I actually click submit. Instead, I now have to click the link at the bottom of the thread.
