If true, then WHO mediates for the rest of the Jehovah’s Witnesses?

It has nothing to do with 'like' or 'dislike'; it has to do with the fact that your claim is untrue. You have provided no scripture stating that Christians will reign over other Christians. There is no such teaching in what is written. Christ did not teach it. The apostles did not teach it. Paul did not teach it.

Isaiah 32:1, 2 is clearly part of a Messianic prophecy and describes the benefits rendered by such “princes” under the Kingdom rule. Compare Heb 2:5, 8, "For it is not to angels that he has subjected the inhabited earth to come, about which we are speaking." BTW Paul wrote that.

You asked what a person is called who is NOT 'a Christian that is going to be a king and priest'.

How else am I supposed to answer that other than 'a non-Christian?' How in the world did you get 'rulers in heaven will not be Christians' from that?

I suggest you consider rewriting your question to make it more clear.
Will there be Christians who will live forever on the Earth? Yes or no.
Living and reigning upon the earth.

Remember, the New Jerusalem (the Bride), comes down out of heaven from God.

The one who is victorious I will make a pillar in the temple of my God. Never again will they leave it. I will write on them the name of my God and the name of the city of my God, the new Jerusalem, which is coming down out of heaven from my God; and I will also write on them my new name. Rev 3:12


I saw the Holy City, the new Jerusalem, coming down out of heaven from God, prepared as a bride beautifully dressed for her husband. Rev 21:2
