Because there are many in the bible , especially in REVELATION.

Symbolic imagery refers to the use of symbols or metaphors in dreams to represent and process emotions.
Some symbolic images, images or icons that are linked to a particular meaning, have an accepted meaning worldwide while others have different meanings depending on culture. Examples of symbolic images with a universal meaning are roses, smiley faces, snowmen, and the medical cross. (quoted online)

How would that definition applied to Rev 21:2-3?

Could it be that you don't understand What the word IMAGERY means ?

The bible is full of descriptions of things that bring an image into your mind. This mental image (for example of a tree, or an animal or of fire...) is to teach a lesson or convey an idea of something different (It's not actually talking about a tree; its talking about a teachers. Or it's not actually talking about a fox; its talking about a man, Or it's not actually talking about a fire; its talking about a destruction .

Let me try and explain with a bible example. Jesus called his followers sheep. But were they sheep or were they humans? The word sheep in that context was symbolic of humble people. It was what we call a metaphor (they were metaphoric or symbolic sheep).
  • A literal sheep= a four legged farm animal covered in wool
  • A symbomlic/metaphoric sheep= a humble human that obeys Jesus

So what is the purpose of the earth being empty of human life for a thousand years?

And he cast him into the bottomless pit, and shut him up, and set a seal on him, so that he should deceive the nations no more till the thousand years were finished. But after these things he must be released for a little while.

So the earth remained desolate for a thousand years? Do you know how ridiculous that sounds? If there are the same number of humans at the end of the Millennium that there were at the beginning, what advantage would there be in prohibiting humans to live on the earth for a thousand years? There is no advantage.

It "comes down" in the same sense as Jehovah "came down" to the Israelites in times past. He said He was "with" them when he was actually still in heaven. At Exodus 29:46 He said that He would "dwell among the sons of Israel." Did He then actually come down and literally dwell with them? The Scriptures do not align with that thinking.

Numbers 35:34 reiterates the thought: "You shall not defile the land in which you live, in the midst of which I dwell; for I the LORD am dwelling in the midst of the sons of Israel." (NASB) Was He literally there in the land among them? No, he was in heaven, as Solomon brought out many times. (See I Kings 8:27, 30, 32, 34, 36, 39, 43, 45, 49.)

Because there are many symbols in the Bible. Like the rivers "clapping their hands," (Psalm 98:8) and the mountains "crying out joyfully." Are we to take that as something literal? There are those symbolic verses throughout the Bible. The Israelites are called a "vine" departing from Egypt (Psalm 80:8). Is Israel a vine? There is a symbolic meaning there, is there not? "Wisdom keeps crying out in the streets." (Proverbs 1:20) Does wisdom actually cry out? It's not even a person. "Length of days is in wisdom's right hand, and in its left hand there are riches and glory." (Prov.3:16) Does wisdom have hands?

The book of Revelation is a book of symbols, or, signs. Are JWs to be criticized for referring to symbolic meanings in its pages? Is it wrong to look at, for example, the locusts in chapter 9 as symbolic? Or are they literal? Locusts with the hair of women, crowns of gold, teeth like lions'.....are they literal? Is the wild beast of chapter 13, coming out of the sea, a literal wild beast with seven heads? You see, there is A LOT of symbolism in the Bible, and the Holy Spirit makes these things clear to those worthy of understanding them.

How do you understand this verse?

No it does not mean that.

Every human which ever died will be resurrected to life again. Deceased Christians will be resurrected at the Second Coming, or "at his coming:

For as in Adam all die, even so in Christ shall all be made alive. But every man in his own order: Christ the first fruits; afterward they that are Christ's at his coming. (I Corinthians 15:22-23)

The rest of the dead are those that are not Christians. They will be resurrected after the 1,000 year Millennium:

Rev 20:5 But the rest of the dead lived not again until the thousand years were finished.

No one is resurrected during the Millennium period of rest.
