Who's left to need some ruling?
Good question, but the bad folk won't be swept away. Many, if not all, will still need to be made to follow the rules. In fact, there will even be heavenly rulers on hand to make sure this happens.
From the JW.org itself:
"
What will those who go to heaven do there?
They will serve alongside Jesus as kings and priests for 1,000 years. (Revelation 5:9, 10; 20:6) They will form the “new heavens,” or heavenly government,
that will rule over the “new earth,” or earthly society.[/u] Those heavenly rulers will help restore mankind to the righteous conditions that God originally intended.—Isaiah 65:17; 2 Peter 3:13."

So it looks like there will plenty of us left back here on earth after the End of the World, and evidently Jesus and his band of 144,000 will
really be enforcing god's rules down here on Earth. Like to have sex with another guy? Off with their heads. Kids happen to make fun of god's prophets? Loose the bears so they can rip these snot-nosed youngsters to shreds. Make fun of your father or refuse to obey your mother then expect to have your eyes plucked out by wild birds and eaten by vultures. Curse your father or mother and you'll never see the light of another day. 'Cause we've got your name and Jesus knows where you live.
THE POINT WRIT LARGE: "You
will obey our rules from on high or you
will suffer the consequences. Why? Because it's what our leader wants and we're the 'heavenly rulers.'"
Muahahaha!
